Which emission factor datasets can I legally redistribute in a product?

Quick Answer

Most government and open sources — DEFRA, EPA, IPCC, Ember, ADEME — permit republication with attribution; EXIOBASE adds share-alike. Standards bodies and the IEA do not, and the SBTi and PCAF tables are non-commercial only.

Every carbon product is built on somebody else’s numbers, and almost every team assumes those numbers are either “open” or “not open”. We read the terms of all 246 sources in our corpus, one at a time, and that binary does not survive contact with the evidence. Forty-two of them use no recognisable licence at all — just bespoke wording you have to read and interpret. This page is what we found, including the sources we hold and may not republish, and the reasons in the publishers’ own words.

Licence review is the least glamorous job in building a carbon product and the one most likely to be discovered late, by a lawyer, after the feature has shipped. It is not hard work. It is just work that has to be done once per source, re-done on every new edition, and recorded somewhere a future colleague can find.

We have done it 246 times for our own corpus. The results below are generated from that record rather than written by hand, so the tables cannot quietly drift away from what the API actually serves.

Asked this?

Still choosing which database to adopt, rather than checking whether you may republish one? That decision has its own page: Which emission factor database should I use in 2026?

Every source, with both permissions

The table renders from the source registry when you load the page, one row per source that holds rows in the corpus today. Two columns answer the two questions people conflate: whether GreenCalculus may serve the values with attribution, and whether you may republish them onward. It starts filtered to the second; switch chips to see the rest. Families are derived from the publisher’s wording, which is printed beside each and governs. No factor values appear here.

“Served by GreenCalculus” is whether the API and these pages may carry the values with attribution. “Republish onward” is whether you may redistribute them in your own product. They differ where a publisher granted GreenCalculus a permission that is not sublicensable. Families are derived from the publisher’s wording, shown beside each; the wording governs. Every source and its terms: the source registry.

The same rows, as a file you can join to your own data: on Kaggle and on HuggingFace, CC BY 4.0, licence metadata only — no factor values.

There is no standard licence for this data

This is the finding that reframes everything else. Across 246 sources there are thirteen distinct licence families, and the largest single group is “none of the above” — bespoke terms written by the publisher, in prose, with no standard instrument behind them.

Key Point

You cannot triage emission-factor sources by licence badge, because 39% of them do not have one. Every source needs its terms read once, and the answer recorded next to the data rather than in somebody’s inbox.

These positions are dated, and they move. A licence audit is a photograph, not a law: publishers re-licence, and authors grant permission when asked. Between this guide’s first publication on 10 September 2026 and its review on 11 September, two sources moved from “may not republish” to “may” — one of them because the author of a 2023 embodied-emissions paper granted display permission after we wrote to him. Every figure on this page carries the date it was true, and the page is re-dated whenever the underlying review changes rather than left to drift. If you are relying on a specific source, check its own terms as well: ours is the position we recorded, and yours is the risk you carry.

By row count the picture is friendlier than by source count: 15,762 of 17,074 rows — 92% — come from sources that permit republication. The restrictive sources are mostly small: a standards table here, a research paper there. That asymmetry is worth knowing, because it means the licence problem is rarely about volume. It is about the specific rows you happen to need.

Four permissions people treat as one

“Can I use this?” is four separate questions, and a source can answer them differently.

The four permissions, and what each one actually governs
PermissionThe question it answers
UseMay I read this and compute with it, internally?
Publish a resultMay a number derived from it appear in a report I publish?
RedistributeMay I republish the dataset itself, in bulk, to my users?
CommercialMay I do any of the above inside a product I charge for?

Two real examples from our own corpus show why the distinction matters.

ecoinvent answers differently within a single source: the methodology documentation is open, the quantitative data is not. You may describe how it works and cite it; you may not ship the numbers.

The GHG Protocol Product Standard is published with attribution on terms close to CC BY 4.0 — and is still not redistributable by a paid product, because the non-commercial condition bites on the fourth question rather than the third. A team that checks only “is it CC BY?” gets this one wrong.

What you may republish

Seventy-seven sources, 15,762 rows. Nearly all of them require attribution, and the attribution line is a condition of the licence rather than a courtesy — if you republish these values, reproduce the credit for each source you actually use.

Tip

US federal work is public domain, which is the most permissive position you will encounter — no attribution is legally required for EPA Hub or eGRID. Credit them anyway. A reviewer who cannot see where a number came from will ask, and “public domain” is a worse answer than a citation.

What you may not, and why

Sixty sources, 1,312 rows. We hold and serve these — you can look one up and cite it — but we may not republish them in bulk, and neither may you without your own agreement with the publisher. The reasons below are the publishers’ terms as we recorded them at review, not our paraphrase.

Five traps that catch working teams

1. Share-alike is viral over your output

CC BY-SA does not merely require attribution — it can oblige you to license derived work on the same terms. For an emission-factor dataset that potentially reaches the results your product computes, not just the data you shipped. Four sources in our corpus carry share-alike terms, and it is the reason none of them are in the open export.

2. NonCommercial means your product, not your intent

A CC BY-NC source is unusable inside anything you charge for, however worthy the use. SBTi, PCAF, WBCSD Pathfinder and the GHG Protocol Product Standard all carry a non-commercial condition. PCAF adds NoDerivatives, so you may not even transform it.

3. “Free to download” is not “free to redistribute”

CDP, IFRS S2 and several industry bodies publish openly and charge nothing to read. That is a distribution decision, not a licence grant. The copyright is unchanged and the terms usually say so somewhere less prominent than the download button.

4. Paid standards are cited, never copied

ISO 14040, 14044, 14067 and EN 15978 sit behind BSI, DIN and AFNOR paywalls. You may implement the method and reference the standard. Reproducing its tables is a licence breach, and it is the one most likely to be noticed, because standards bodies watch for it.

5. Silence is not permission

The sharpest case in our corpus is ICAO’s Carbon Emissions Calculator, at 429 rows the largest single exclusion. Version 13.1 carries no copyright notice, no licence and no terms of use. Nothing forbids redistribution — and nothing grants it. An absent licence is the most restrictive outcome, not the most permissive, because the default under copyright is reserved.

The source we held back although we were allowed

One entry in our corpus is flagged CC BY 4.0 by the publisher’s own metadata, and we exclude it anyway.

An IEA dataset on AI and data-centre energy arrives labelled with an open licence. Our earlier licence audit of the IEA recorded a general prohibition on third-party publication of derived footprints. The label and the audit disagree, and we have not resolved it with the publisher yet.

Why this is in the generator, not a to-do list

The exclusion is implemented as an override that can only ever remove a source, never add one. A mistake in it costs us coverage; it cannot cause a breach. That asymmetry is the whole design: when a licence question is genuinely unresolved, the cheap failure has to be the one you build toward.

Check a source yourself

Search for an activity below. The result names the publisher behind it, the licence recorded at review, and whether that licence permits republication. This is the live corpus, queried from your browser with no API key.

Licence check
May you republish this factor?

Search an activity. The result names the publisher behind the best match, the licence recorded at review, whether it permits republication, and the attribution line that licence requires. Live corpus, no API key.

Matches on the factor name, so short phrases work best — “diesel”, “hotel”, “UK grid electricity”. The licence travels with every value the API returns, so this is the same answer a running integration gets.

Or try the four this page names as awkward:

How we read the terms, and how this stays current

Each source was reviewed once when it was ingested, and is re-reviewed on each new edition, because terms change — a source cleared in 2025 can carry a non-commercial condition in 2026. Four things get recorded: the licence name, the publisher, whether republication is permitted, and the sentence that decides it.

That record travels with the data. Every API response carries the licence of every source it touched, so a downstream consumer never has to come back to this page to find out what they may do with a value they already hold. It also decides what we can publish elsewhere: our benchmark of how accurate AI is on emission factors draws its questions only from the republishable subset, so the answer key can ship alongside them.

The tables above are generated from that record rather than maintained by hand, which is the only way a page like this stays true. A hand-written licence table is accurate on the day it is published and quietly wrong within a year.

If you are doing this yourself

Record the deciding sentence, not your conclusion. “Redistributable: no” is useless to the colleague who inherits it in eighteen months. “NonCommercial clause, section 4b” can be re-checked in a minute when the publisher issues a new edition.

Frequently asked questions

Yes. The UK Government conversion factors are published under the Open Government Licence v3.0, which permits commercial use and redistribution provided you attribute the source. The required credit is “UK Government GHG Conversion Factors — Department for Energy Security and Net Zero (DESNZ)”. The same applies to the other nine OGL sources in the corpus.

No, and the answer splits within the source. ecoinvent’s methodology documentation is openly available and may be cited. The quantitative dataset is licensed and may not be redistributed. If you need ecoinvent numbers in a product, you need a licence directly from ecoinvent.

A CC BY-SA source requires derived work to carry the same licence. For a dataset used inside a calculation, that obligation can reach the results your product produces, not only the copy of the data you hold. EXIOBASE is the source most teams encounter this with. Treat share-alike as a licensing decision about your own product, not a data question.

Assume not. Copyright reserves rights by default, so an absent licence grants nothing — silence is the most restrictive position, not the most permissive. The ICAO Carbon Emissions Calculator is the clearest example: version 13.1 carries no notice, no licence and no terms, and it is the single largest exclusion in our corpus at 429 rows.

Usually yes. Citing an individual value with attribution is ordinarily fair use, and is how standards such as ISO 14067 and EN 15978 are referenced. What is restricted is bulk republication of the tables. This is why our API serves every source but our open export contains only the 150 that permit redistribution.

15,762 of 17,074 rows, or 92%, at the 11 September 2026 review, across 77 of the 137 sources then in the corpus. The restricted sources are mostly small — standards tables and research papers rather than national datasets — so the constraint is rarely about volume. It bites when the specific row you need happens to sit in a restricted source.

DEFRA, EPA, IPCC, Ember and ADEME with attribution; EXIOBASE with share-alike. Not IEA, not the text of ISO, EN, CDP or IFRS standards, and not the SBTi or PCAF tables in a commercial product. Check every licence page for a non-commercial clause, a share-alike clause and a purpose limit before you ship.
